The late-October data changes more than a few spell values. Start with the talents your plan depends on.

Where these changes come from

WoW Forever Talents published its reading of the 30 October hotfix cache on 31 October. Playfulls independently describes a 31 October server-data update. Both publish their own extractions, rather than simply repeating the forum discussion.

The official Forever development-notes thread still ends with the 27 October racial clarification. There is no confirmation of this newer class pass in that thread. The findings below are useful for revisiting a build, but don't establish final launch behaviour or how a spec performs in play.

Paladin: revisit the tree, not just the numbers

The extracted trees move Holy Shield from row seven to row five. Shieldsworn sits deep in Protection and requires Holy Shield. Swift Judgement becomes a separate Judgement ability that doesn't consume the active Seal, rather than resetting the ordinary Judgement cooldown. These changes appear in Playfulls' comparison.

Shieldsworn's extracted tooltip shortens Holy Strike's cooldown by four seconds. It also makes Holy Strike trigger active Holy Shield and Shield Specialization effects without spending their charges or triggering their cooldowns, and allows spell blocking for six seconds. That is a different talent to plan around, not merely a renamed mana-return effect.

Retribution's Twist of Light becomes Unsealed Wrath. The reported design stores up to three copies of a Seal for 15 seconds, then spends them when an attack lands with a different Seal. Holy Power also changes from critical-strike chance to a critical-healing bonus. See the extracted Paladin changes.

Druid: old Feral builds need rebuilding

Both extractors remove Berserk from the Feral tree, add Lacerate and Predatory Discipline, and place Shifting Power in the bottom row. Furor and Heart of the Wild swap trees. Playfulls lists the tree changes.

Primal Bite's current extracted talent occupies a row that opens after 30 Feral points and requires Leader of the Pack. It is an attack that generates high threat, so an old build centred on Berserk shouldn't be treated as interchangeable with this version.

Restoration's reported Wild Growth change replaces an instant cast with a three-second cast. The current extracted Druid talents let Naturalist shorten that by half a second. Bloom heals when Rejuvenation or Regrowth expires, with a smaller heal on dispel. Those are details worth checking before planning healing around movement.

Mage: read the benefit and the cost together

The Arcane Blast data gives each stack a spell-damage bonus equal to 12% of Intellect, a 100% mana-cost increase and an 18-second duration from the initial application. The comparison previously showed 15%, 175% and 15 seconds. A smaller bonus and a smaller mana penalty make a simple “buff” or “nerf” label unhelpful.

Ice Lance's current extracted tooltip gives 300% increased damage against frozen targets and an eight-second cooldown. The comparison previously showed a 200% bonus. Those percentages describe bonus damage, not the total multiplier. Don't build a rotation around the larger number while overlooking the cooldown.

Priest: Holy Binding and a larger reported backlash

Holy Binding is a passive talent: Flash Heal on someone else heals you for half as much, without generating threat from that self-heal. The comparison replaces the Binding Heal talent with it; that alone doesn't mean the separate Binding Heal spell has disappeared.

The extracted Shadow Word: Death text also changes backlash from 10% to 30% of maximum health when the target survives. Treat that as a serious tooltip to recheck before using it, rather than assuming the older preview still describes the spell. Source: Playfulls' Priest comparison.

What I'd check before committing points

Open your saved build in an updated calculator and check missing talents, prerequisites and total points. Compare full-rank effects as well as the cost: changing a talent from three ranks to five can make a same-rank comparison look like a damage reduction even when the maximum stays the same.

These highlights aren't a complete changelog. The linked extractions also include Hunter talent positioning and Warlock's Improved Drains. They don't justify declaring another class unchanged or choosing a new main from a ranking.

For the wider decision, use one main, several roles as a role-planning guide, and the gear-list guide before carrying an old equipment plan across. Recheck the actual talent tree and spellbook when play opens. This is a reading of the data, not in-game testing.
